(a) The cause of action and the name and address of the plaintiff and his heirs, if any, written notice delivered to the chief district officer, police officer or sent by registered mail and 1 copy of which is submitted to the Government of Nepal within 1 month,
(b) Without filing the suit within 8 months of the cause of action.
